I inherited a very old pool when we bought our dwelling house. It came without a weir. Found this universal one with spring loaded hinge. I thought the flap would go downward when the pump is off to trap the debris (thought this was the purpose of the weir). Information technology does non go down. There is some styrofoam on the weir and I have that facing inward toward the skimmer. Am I supposed to remove the foam. Is the weir supposed to close? Exercise I have my water level too high? What am I missing here? Thank you!

Sounds like you've got it in correctly 
Go on the Styrofoam on! The weir should float upwards to trap the debris in the skimmer when the pump is off and exist sucked closer to horizontal with the pump running to increment the surface action.

Do I take it in upside downwardly? If I put the hinge on the bottom then it would probably close when the pump is off.

Duh! I think that is my problem. Funny that the pool supply stores don't even know how to install this particular!
